First, as a journalist (Diplomatic Correspondent of the\u003cem\u003e Irish Times\u003c\/em\u003e), he covered the entry negotiations that brought the United Kingdom and Ireland into the then European Economic Community. From 1985 to 1991 he served as Head of the European Commission's Office in Belfast. Since 1993 he has been attached to the Institute of European Studies at Queen's University, Belfast.
