He was Assistant Naval Attaché, Moscow, and Assistant Naval Attaché for Air, Murmansk-Archangel - service in connection with Lend-Lease shipments to the Soviet Union, directing repairs to U.S. vessels, salvaging stranded and abandoned vessels, and supervising hospitalization and repatriation of survivors.
