Seth G. Jones is senior vice president, Harold Brown Chair, and director of the International Security Program at the Center for Strategic and International Studies (CSIS). Rachel Ellehuus is deputy director and senior fellow with the Europe, Russia, and Eurasia Program at CSIS. Colin Wall is a research associate with the Europe, Russia, and Eurasia Program at CSIS.
