The idea of having some cities designated to be 'cities of refuge' was a new concept to the people of Israel. They had never heard about it before and such concept was not to be found in any of the neighboring countries. It was a totally new idea to be added to the set of new things they were experiencing.
This book's aim is to focus on such cities in a deeper way and relate them to our daily lives but first let us take some steps back so as to fully grasp the whole concept that God was trying to introduce to the people of Israel here.
