John Franklin Carter (1897 - 1967), writing under the pen name Jay Franklin, was an American journalist, as well as a novelist and biographer. His close work with many members of the government caused his novels to be centered around foreign affairs and diplomatic work. Republicans on the Potomac details the Eisenhower presidency and the Republican victories during the term.
