Author Biography

Burton Jay Rubin was born in Brooklyn, New York, and received his preparatory education in the New York City schools. At age 16, he was enrolled at Guilford College, in Greensboro, North Carolina, graduating with an A.B. degree in biology. He received his Juris Doctor degree from the University of North Carolina Law School at Chapel Hill in 1969 and was admitted to the Virginia State Bar in 1971. After graduating from law school, Burton joined The Bureau of National Affairs, Inc., (now Bloomberg BNA) where he served as Legal Editor for Labor Relations Reporter and then Environment Reporter. Later he served as Assistant Editor of the United States Law Week; Assistant Managing Editor of BNA's Patent, Trademark & Copyright Journal; and Managing Editor of the United States Patents Quarterly. In 1984 he was elected to the Company's corporate Board of Directors. After leaving BNA he served for twenty years as General Counsel and a lobbyist for the American Society of Travel Agents, Inc. Later, he served as special counsel to the Coalition for an Airline Passengers Bill of Rights /Flyers' Rights.org in its successful effort to have the Department of Transportation promulgate a regulation requiring airlines to provide passengers with food, water, ventilation, access to sanitary facilities and the opportunity to deplane after being stranded aboard a commercial aircraft for more than 3 hours. Burton is the co-founder, with David L. Charney, M.D., and Director of the Stagefright Survival School in Alexandria, Virginia where he helps people suffering from extreme nervousness when speaking before groups. For almost thirty years he has also served as a Member-Commissioner of the Fairfax County Water Authority, the governing body of the public utility that provides drinking water to 1.7 million people throughout Northern Virginia. Burton's writings and talks on a wide variety of topics ranging from psychology, the law, associations, travel, and water use issues have appeared in The Washington Post, the Thomas Jefferson Journal and elsewhere. He lives with his wife Janice in their home in Burke, Virginia.
