Author Biography

ARIEL DINAR is an Economist with the World Bank's Agriculture and Natural Resources Department in Washington DC. His work has been devoted to water resources problems at field, farm, regional and international levels.

EDNA TUSAK LOEHMAN is an Associate Professor of Agricultural Economics at Purdue University. Her work concerns welfare economics and policy analysis, environmental and resource economics and decision making.
