Investigator Jack Armstrong and his longtime buddy, Gary Cooper, an ex-Navy Seal, run into some unexpected problems on a casual road trip through California's agriculturally rich Central Valley. While visiting Gary's grandfather they learn that he is running out of water and must sell his ranch. An effort to solve his water problem leads them to uncover a nefarious plan to disrupt California's water system.
